FCC Says IP Relay Scam Calls Can’t Be Blocked

The California Autobody Association (CAA) warned its members in its most recent newsletter that potential phone scams involving IP Relay phone services are still going strong, and the calls can’t be blocked because of Federal Communications Commission (FCC) regulations.

The scam goes as follows: a call is placed to a body shop through IP Relay, a service offered by AT&T, Sprint, MCI and others that allows deaf people and people with speech impediments to connect via any Web-ready computer, PDA or phone. The “customer” claims to need a tow to the shop’s city from somewhere out of state but needs cash because the tow company won’t accept a credit card. The customer then asks the shop to charge an amount ranging from $2,500 to $3,500 to his or her credit card (presumably stolen), then wire the same amount of cash to him or her.

Dozens of shops from around the U.S. have told BodyShop Business they’ve received similar phone calls (click HERE to read our previous story, plus BSB readers’ scam stories).

The CAA noted that if a caller gives an abnormal description of vehicle damage or won’t give the exact location of the vehicle, the call is likely a scam. In addition, scammers might not give names and may sound like they’re reading from a script or make unusual requests.

The FCC says that some businesses have requested Telecommunication Relay Services (TRS) providers not make calls to their numbers, but, per regulations, TRS providers can’t refuse to make an outbound call requested by a TRS user in any circumstance. Section 225 of the Americans with Disabilities Act is intended to ensure that TRS “gives each person with hearing or speech disabilities functionally equivalent access to the telephone network.”

F/Mike Orso: This scam, alive and well, has been going on for awhile. Plan is to get a shop to run the credit card. The scammer is hoping the $2500 refund reaches him long before the charge back reaches the shop. Warning to all! Subject: CAR REPAIR > From:perrypanel06@gmail.com Hello, This is Dr Dennis Summer, please my uncle had an accident on is way to visit his family in Florida and i want the truck tow back to the state here in your shop so you can repair that for him, can u handle that for me. The truck is presently in Florida and my uncle that owns the truck lives here in the state and we have to tow it back home here for repair according to the woman that recommend your shop to me said you are very perfect and good in body repair do you promise me a very good job on my truck. The truck is 2007 Cadillac Escalade and there is no insurance involved am paying personally for the repair also the tow guy will have it drop to your shop for the repair by next week Friday also i will need a little favor from you because i haven't pay the tow guy who will bring down the truck to your shop and he doesn't accept credit card and do you accept credit cards. The favor is that i will give you my credit card to charge for the sum of $3000 and deduct the sum of 500 as deposit for the repair and send the remaining $2500 to the tow guy via western union money transfer so he can deliver the truck and once he deliver the truck you can write an estimate for me for the remaining balance of the repair and i hope you can handle that for me cos i was told that you are one of the best auto repairs in that area so that's why i called you on phone.

we have received numerous scam calls and emails as well. we even received 2 bogus checks in the mail. the checks have no routing number--so good clue that they are fake. the local police can't do anything about it, I registered a complaint with craigslist and the FBI--but have gotten no response.

I have rec'd so many of these calls at my shop in Indiana. It was getting up to 3 per day. I called the phone company and was able to put a trap on the line to try and track down the person(s) that were calling. In order to do this, I had to file a police report with my local PD. The trap stayed on the line for 3 weeks (I believe) and I got NO calls in this time. Since the trap has been lifted, I still get a call occasionally but not near as much as I use to. I would recommend this to anyone who is recieving alot of these calls. It didn't cost anything. I did seem a little suspicious to me that they stopped as soon as I put the trap on. Almost like the person(s) calling have access to phone records and knew not to call at that time. Hummmm????

I have had this happen to me 4 times now within the last six months. You would think that it is strange that they keep calling me. When they called the third time I went as far as getting their name, address, credit card number and any other information I could think of. I tried to contact the person listed in BSB's previous story. I do not feel that anyone will contact me to pursue this.

We have received at least 10 of these calls in the past 5 months at our shop in South Dakota. After wasting time on the first one, I listen just long enough to know it's not legitimate and tell the operator that this is a scam and the caller immediately disconnects. Now, these people have resorted to sending e-mails requesting for their car to be shipped in for repairs. I received 4 just yesterday alone. There's no end to what these crooks will try.

I went so far as to tell the caller that if he couldn't find a transporter who wouldn't bring the car without payment up front, I would be happy to make the arrangements with a reputable company. Needless to say, that ended the conversation. The first call, we wasted a lot of time with a growing sense that this was definitely a scam. Since then, we just listen long enough to be certain there is not a local customer on the line and then hang up. It's hard to believe that anyone falls for this, but the scam must be successful somewhere.

This happen to me about 4 months ago,they are very convincing too. It happened just as you stated above. He would never returned my calls , I spent 2 days on his trying to help them. I grew very suspicious . But, it just didn't add up, so I didn't go for it, and told the person I was sorry I could not help them ! They stopped calling.
