Is capping paint and materials legal in Connecticut? We’re unable to find a statute on this issue.

Paint capping is illegal mainly because of sales tax. If you cap off sales, the state is being cheated out of its taxes, and that’s what made it illegal. It also hurts the shops doing repairs, but no one cares about that. The state determined that they were losing tons of revenue by capping the paint sales.
